I am lecturer in EU foreign affairs at the Centre for European Studies, Faculty of Law, "Alexandru Ioan Cuza" University of Iasi (UAIC), Romania, and post-doc fellow at the School of Humanities and Social Sciences, Center for Governance and Culture, University St. Gallen, Switzerland. He has previously earned a PhD in Economics and International Relations at UAIC and a MA in Political Science at the University of Manchester, UK, where he was a Chevening scholar. In 2014-2015 he was holder of the Swiss Government Excellence Scholarship thanks to which he completed a post-doctoral programme at the University St Gallen, Switzerland. In the past he worked for the European Commission, British Embassy (Bucharest, Romania) and held appointments at the at the European Union Institute for Security Studies (Paris, France), the George C. Marshall European Center for Security Studies (Garmisch-Partenkirchen, Germany) and the Romanian Academy of Science.

Abstract:
The current challenges that the EU faces highlight, as never before, the Union’s crucial need to move forward on its integration and convergence path, as well as the necessity to manage more efficiently any potential dilution risks and threats. Thus, the EU needs to find new approaches and action tools that would be most adequate for the current economic, political and geopolitical context and for the specificities of each member state. In this context, the project proposes a ground-breaking analytical model for the study of resilience with the case study of Romania, although with a wider applicability at European and international level. As such, the project offers a new and state-of-the-art comprehensive model of resilience in a multi-disciplinary, multi-level and multi-actor approach and will consolidate the knowledge in and about the European and particularly Romania’s regional growth and development perspectives. As such, the current proposal aims to design and provide new approaches, methods and instruments for EU policies towards deeper convergence, regional development and growth.

The research activities and results will greatly benefit from the participation of lead experts with wide expertise and international visibility, in both the research teams and the management structures which will enhance considerably the quality, competitivity and visibility of Romanian research activities and results at international level. Thus, the position of director of the project will be filled by Peter Nijkamp, Emeritus Professor in Regional Economics and in Economic Geography, who will definitely ensure high quality and visibility of the action. The potential impact of the proposed project is consistent as it has high scientific and normative relevance, as well as a consistent explanatory power and it will respond to key priorities in several areas of strategic interests on the EU and Romania’s agendas.

Abstract:
The European Union (EU)’s Eastern Partnership launched in 2009 was crafted with the goal of fostering stability, security and prosperity in the post-Soviet countries. Despite EU’s efforts and engagement, the eastern vicinity of the EU has gradually turned into a less stable and secured area than it was before. Against this backdrop, Romania’s role in securitizing the EU’s eastern vicinity appears more relevant than ever before. In spite of its strategic geographic proximity to the EU’s eastern vicinity, Romania’s role in the EaP has been limited. Until recently, there has been a notable absence of Romania in public debates about the eastern neighbourhood, although Romania is the second largest state at the EU’s eastern frontier. The present study inquires whether Romania could play a much more active role in its immediate neighbourhood (namely, towards Moldova and Ukraine) and, thus, contribute to strengthening the regional stability and security. The main argument of this study is that Romania has the capacity to deploy a much more salient role in its immediate neighbourhood, which, in turn, could bring about increased securitization, provided it articulates a stronger foreign policy strategy, better equipped to deliver answers to the regional turmoil. In order to answer the research question, the current project seeks, first, to investigate the legitimacy Romania has to act as a stability and security provider in its immediate neighbourhood and, second, to provide solid analyses on how Romania could strengthen its visibility in the region. In order to contribute to the stability and security of its immediate neighbours, this research project considers that Romania needs to persuade its eastern neighbours – Moldova and Ukraine – of its own appropriateness, namely to be very clear and opened about its political intentions which should be merely linked to regional security/stability objectives.

Abstract:
ENACTED associates research, teaching, debate and dissemination activities in the area of European Studies, in the framework of a network of 12 partners from 6 countries. In order to boost the EU’s value-based logic in the region, the project seeks to promote the concept of an "open academic network” in the eastern borderlands by integrating academic partners from countries located on both sides of the EU’s eastern borders: 1. universities which produce and foster knowledge about the EU; 2. NGOs that are closely interested in EU-related matters and which are able in partnership with the universities to generate synergies between the academia and the civil society for disseminating knowledge in the area of European Studies.

Abstract:
The general aim of the project is the promotion and stimulation of the excellence in teaching, research and dissemination activities on topics concerning the European integration. Abstract:
The project will add to the ongoing debate in the EU regarding the future approach towards the EaP region at a critical time marked by increased regional tensions and instability. EaPpeal looks particularly at various ways of improving the neighbourhood policies (i.e. ENP is currently under internal review) and at providing novel answers and raise awareness of the intrinsic and extrinsic challenges the EU faces in its eastern neighbourhood. Our expected results are relevant for students, scholars, civil society representatives and policy-makers alike at the national, regional and international level, and the structure of the project will help to ensure that all communities have access to what we have learned. The latest political events from the EU’s eastern neighbourhood placed the EaP region under huge scrutiny taking into account the latest tensions between the Euro-Atlantic community and Russia. The turmoil from Ukraine and the menace of the spill-over effect this crisis might have over the larger region represent a litmus-test for the political initiatives and cooperation frameworks the EU has envisaged in its eastern neighbourhood. EaPpeal will unpack the region’s future perspectives by trying to look into the implications of the ongoing events on the effectiveness of the EaP. It seeks to make a contribution to the current debate by trying to answer some critical questions: Could we still speak of an European ‘transformative power’ in its near abroad? Abstract:
The overall objective of the project is the development of cross-border educational exchanges in European Studies as basic premise of promoting a process of convergence of tertiary education systems in neighbouring countries and the diminishing of the border effects at the eastern frontier of the EU.
At Alexandru Ioan Cuza University of Iasi, the project is complementary to the programs implemented at the Centre for European Studies and will be part of the specific area of activity of the Centre. The project will be linked to activities from the CES programs that are developed in present: Jean Monnet courses modules, Jean Monnet Chair European economic and political integration, Jean Monnet Centre of Excellence in Interdisciplinary European Studies.
At the Academy of Economic Studies of Moldova, the project will support the recent initiative to establish a Centre for Studies of European Integration (for the moment there are only necessary approvals, it is not functioning properly because of the lack of resources and specific programs), and in Yuriy Fedkovych Chernivtsi National University, Ukraine project will be build on the interest level of management to create a similar centre.
