Abstract:
In the frame of the QUANTEC project, the consortium formed by the Institute of Space Sciences (CP), the Romanian Space Agency (ROSA) (P1), the Polytechnic University of Bucharest (UPB) (P2), the "Ferdinand I" Military Technical Academy (ATMFI) ( P3), National Institute for Research and Development in Informatics (ICI) (P4), Romanian InSpace Engineering SRL (RISE) (P5), TRANS SPED SRL (TS) (P6), Control Data Systems SRL (CDS) (P7) and Terrasigna SRL (TRRS) (P8) proposes the establishment of a national research and development center - Quantec Center - whose role is to assimilate emerging technologies in the field of quantum communications.
The role of this center is to contribute and support the institutional actions of education, research and companies in Romania for the development of an ecosystem in the field of quantum telecommunications, which will ensure national industrial competitiveness in this field. Among the specific objectives of this project is the establishment of new facilities for the development of equipment / infrastructure for quantum communications. In this sense, the development of the following laboratories is considered: L1 (Quantum Experiment) - laboratory of quantum optics, L2 - laboratory for the integration of quantum communication systems and for testing these systems, L3 - laboratory for the development and implementation of infrastructures necessary to participate in the communication program quantum and optical satellite, CDOC - center for documentation and dissemination of skills in communications and quantum cryptography. The results of this project will be disseminated nationally and internationally in academic / RDI and specialized industrial environments, and the Quantec Center will be promoted through media and communication activities dedicated to both the European Commission and the European Space Agency ESA, both these institutions being essential in the implementation of the European EuroQCI initiative.

Abstract:
The project approaches the dynamic management of pedestrian traffic within crossing points. The presented design solutions are based innovative models of pedestrian traffic coordination , by the use of an intelligent, adaptive pedestrian crossing monitoring system, through the use of a vehicle-to-object and object-to-object communication infrastructure in which interference is avoided and through an intelligent center with learning capacity that fulfills the coordination of the traversal process. In order to define a conceptual model of a center for monitoring/coordinating pedestrian crossing points, a concrete application scenario was considered, to illustrate the specific problems that need to be addressed. In this sense, the conceptual components of the monitoring scenario are presented that substantiate the mapping of IoT (Internet-of-Things), WSN (Wireless Sensor Networks) and Data Science/AI (Artificial Intelligence) technologies applicable in Smart City ecosystems on a study of case. The design of an integrated system for monitoring/coordinating pedestrian crossings looked for the implementation of the intelligent zebra concept, in correlation with a Smart City ecosystem with technological and administrative support for the safety of citizens (Smarty Safety). The conceptual model makes use of a hierarchical wireless sensor network with 2 clusters (video and non-video detection, respectively), for which the aggregation data schemes are defined. The detection algorithm uses a basic data fusion approach in order to properly aggregate the raw data. The defined model is mapped on a scenario in order to clearly specifiy a real use-case and alson to show the benefits of the proposed approach.

Abstract:
The project was conceived as an answer to users' questions and demands, and their needs have led us to put the basis of the proposal. The final result of the project will be a functional integrated geophysical platform, that will offer public access to information related to: the temporal correlation between global, regional and national seismicity, catalogues, interactive maps and videos; the macroseismic field and maps of all moderate and large Romanian recent and future crustal and subcrustal earthquakes; and the behavior of the geomagnetic field recorded in the last twenty years at stations inside and outside Vrancea seismogenic zone, represented as temporal diagrams with a length decided by the user, and correlated with seismicity and magnetic storms. The platform will also collect, through questionnaires, macroseismic info after an earthquake, offering in return real time answers with the seismic intensity and related explanations and also users’ information on abnormal behavior of animal, clouds, air or water temperature, unexplained atmospheric electricity, or gas emissions that might be assimilated as earthquakes precursors, and an automat alert will be issued to a technician, when the answers number will exceed a normal daily average, for manual processing. This service is necessary for the worried citizens, local authorities, decision makers and emergency situation departments, to be aware of the real situation of seismic or geomagnetic activity. The platform will aggregate a series of institutional data products and data collected from external agencies. The platform architecture will be modular, based on microservices responsible for data synchronization and the generation of products from which the user will create selections based on available data parameters. Behind each service there will be researches that will create tools for seismic and magnetic activity patterns recognition and predictive models for recognizing anomalies will be generated.
