Abstract:
Floods and drought are extreme phenomena causing important social and economic damage. As example, the average economic damages only due to floods, in Romania, are evaluated at 100 M of EUR/year, the most important damages being registered in 2005 (1.5 B EUR). Moreover, drought damages in winter-summer season of 2007 in Moldova, were evaluated at 1.2 B of EUR. Only the infrastructure (polders, dams, irrigation channels) does not solve the problem of the extreme climatic conditions, as long as the water reserve is not optimally allocated.
The present proposal envisages the elaboration of a Comprehensive Decision Support System (CDSS) composed of an Expert System (ES), a Supervisory Control and Data Acquisition (SCADA) system, together with an Advanced Control Technology (ACT) assisting the authorities to prevent the disasters during flood and drought. Everything is based on hydrological modeling. The ES (Expert system) of the CDSS will allow the generation of solutions in both cases (floods and droughts) providing solutions for problems that are based on unreliable or incomplete data. The SCADA system monitors and controls in real time various infrastructures (industrial manufacturing, public facilities/ utilities as water distribution, weather forecast, hydrological and meteorological units etc.). ACT is conceived to act in agreement with the information received from SCADA and CDSS. It is a Multiple Input - Multiple Output Distributed Control System acting predictively based on the information of SCADA and with the optimal targets imposed by CDSS simultaneously on all dam gates and spillways of the polders and irrigation channels through appropriate actuating devices. The strong point of this project is that the whole designed system is proactive, the CDSS, SCADA and ACT acting (not only informing and warning!) in a predictive optimal way in the allocation of the water reserve. Economically, the investment in the project is estimated to be recovered in 2-3 years

Abstract:
Global energy issue is important and actual considering the need of security for energy supply, environmental protection and climate change prevention by reducing the greenhouse gas emissions. Fossil fuels reserves (natural gas, coal, lignite) will continue ensure the backbone of power generation sector, but their utilisation is looked with concern because of CO2 emissions. The main aim of this project is to investigate the innovative methods for CO2 capture by chemical looping applied to energy conversion processes of gaseous and solid fossil fuels (natural gas and coal) and renewable energy sources (biomass).
Chemical looping will be aplied to processes in which fossil fuels and renewable energy sources can be transformed, by thermo-chemical conversion (combustion, gasification, catalytic reforming, direct oxidation) into various decarbonisded energy vectors (power, hydrogen, heat) simultaneous with carbon capture and storage (CCS).
Innovative chemical looping methods for CO2 capture applied to energy conversion processes of fossil fuels and biomass will be modelled and simulated to make techno-economical studies and to quantify environmental impact (LCA analysis), focused on hydrogen and power co-generation. A particular accent will be put on thermal and power integration, flexibility analysis and complying with quality specifications for hydrogen (to be used in fuel cells for transport sector) and carbon dioxide (geological storage or enhanced oil recovery - EOR).
