Gabriela Carmen Pascariu is Full Professor in European Economics and Policies at “Alexandru Ioan Cuza” University of Iasi, Romania. She is Director of the Centre for European Studies (https://cse.uaic.ro/), Jean Monnet professor and Team Europe expert having more than 30 years of teaching and research experience in the field. She is currently an expert in various national and international committees, Editor in Chief of the Eastern Journal of European Studies (https://ejes.uaic.ro/) and member of the editorial board of other several publications in European Studies and Regional Development, Editor for Regional Science Policy & Practice , expert evaluator for national and international bodies. Her research interests focus on economics if integration, regional development and European Cohesion Policy, resilience and regional development and cross border cooperation; she is author of numerous articles and book chapters or edited books.

Abstract:
A general agreement present in literature is that the institutions (formal and informal) matters in the development process. Additionally, recent theoretical and empirical studies highlight a positive relationship between digitalization and smart development. However, there is a lack of research on the topic of interdependencies between institutions and digitalization from the perspective of regional development, core-periphery patterns, and the inequalities dynamics. INDI-DeR (Institutions, digitization and regional development in the European Union) aims to address this gap, considering the accelerating rate of digitalization in economy and society, and the institutional transformations generated by it. The project is based on an interdisciplinary approach gathering researchers from economy, psychology, geography, regional studies, law, and ICT in order to better address the strategic priorities for enhancing the digitalization process and mitigating the development gaps. Besides traditional research methods, the project will make use of big data to infer people’s opinions regarding digitalization impacts in different sectors of the EU economy. The research is undertaken from the perspective of Quadruple Helix, the impact generated by the project results being spread on the four components (science, economy, society and policy). The main novelty of the project is represented by a living lab environment created for the design and deployment of nudge-based interventions.

Abstract:
The Euro-Atlantic Center for Resilience (E-ARC) implemented the project "Increasing the analytical and administrative capacity to implement the dimension of resilience in the operation of central public institutions (RESILIENT)", SIPOCA CODE 1272 | MySMIS CODE 158627. E-ARC was the project leader and had as partners the Chancellery of the Prime Minister and the "Alexandru Ioan Cuza" University from Iasi. The total value of the project was 2,947,500.76 lei, and the non-refundable eligible value from European structural funds was 2,475,425.02 lei.
The main objective of this program was to develop a common set of standards on institutional resilience, thus optimizing the decision-making process in central administration.

Thus, the position of director of the project will be filled by Peter Nijkamp, Emeritus Professor in Regional Economics and in Economic Geography, who will definitely ensure high quality and visibility of the action. The potential impact of the proposed project is consistent as it has high scientific and normative relevance, as well as a consistent explanatory power and it will respond to key priorities in several areas of strategic interests on the EU and Romania’s agendas.

Abstract:
The general aim of the project is the promotion and stimulation of the excellence in teaching, research and dissemination activities on topics concerning the European integration. Abstract:
The project will add to the ongoing debate in the EU regarding the future approach towards the EaP region at a critical time marked by increased regional tensions and instability. EaPpeal looks particularly at various ways of improving the neighbourhood policies (i.e. ENP is currently under internal review) and at providing novel answers and raise awareness of the intrinsic and extrinsic challenges the EU faces in its eastern neighbourhood. Our expected results are relevant for students, scholars, civil society representatives and policy-makers alike at the national, regional and international level, and the structure of the project will help to ensure that all communities have access to what we have learned. The latest political events from the EU’s eastern neighbourhood placed the EaP region under huge scrutiny taking into account the latest tensions between the Euro-Atlantic community and Russia. The turmoil from Ukraine and the menace of the spill-over effect this crisis might have over the larger region represent a litmus-test for the political initiatives and cooperation frameworks the EU has envisaged in its eastern neighbourhood. EaPpeal will unpack the region’s future perspectives by trying to look into the implications of the ongoing events on the effectiveness of the EaP. It seeks to make a contribution to the current debate by trying to answer some critical questions: Could we still speak of an European ‘transformative power’ in its near abroad? Abstract:
The overall objective of the project is the development of cross-border educational exchanges in European Studies as basic premise of promoting a process of convergence of tertiary education systems in neighbouring countries and the diminishing of the border effects at the eastern frontier of the EU.
At Alexandru Ioan Cuza University of Iasi, the project is complementary to the programs implemented at the Centre for European Studies and will be part of the specific area of activity of the Centre. The project will be linked to activities from the CES programs that are developed in present: Jean Monnet courses modules, Jean Monnet Chair European economic and political integration, Jean Monnet Centre of Excellence in Interdisciplinary European Studies.
At the Academy of Economic Studies of Moldova, the project will support the recent initiative to establish a Centre for Studies of European Integration (for the moment there are only necessary approvals, it is not functioning properly because of the lack of resources and specific programs), and in Yuriy Fedkovych Chernivtsi National University, Ukraine project will be build on the interest level of management to create a similar centre.
