Abstract:
Creating win-win solutions from trade-offs?
The Millennium Ecosystem Assessment (2005), and recently the EU 2020 Biodiversity Strategy emphasizes that human well-being is tightly linked to environmental conditions through the delivery of Ecosystem Services (ES), and therefore good territorial environmental management could, in principle, also deliver better outcomes for people and environment, resulting in win-win solutions.
Low-carbon policies and Renewable Energy Sources (RES) development are challenged by the complexity of linkages between ecological, physical, social, and economic factors in relation to trade-offs and synergies between RES exploitation and the delivery of multiple ES. Generalizations and knowledge shortage lead to missing the acknowledgment of potential synergies between RES and ES within the governance and policy frameworks at territorial level.
The IRENES project will put in place interregional knowledge and experience exchange process to identify gaps and barriers within current ERDF and energy policy instruments in relation to the RES and ES co-relation, including environmental, social, economic, and governance concerns. The active commitment of Structural Funds Managing Authorities, and governing bodies of other policy instruments addressed in the project, is of paramount importance to integrate the potential RES development trade-offs and co-benefits with ES into the territorial development policies. Therefore, IRENES consortium priority is to communicate and dialogue WITH policy makers and not to policy makers in order to trigger the knowledge transfer and to inform, with scientific evidences on RES and Ecosystem Services, the decision makers about the potential of a win–win outcome that can be incorporated into the regional and national ERDF Operational programmes, energy and climate strategies and laws.

Abstract:
The development and modernization of some infrastructure components as support for ecosystem and biodiversity research activity and for the training of human resources within the University of Bucharest in related fields.
The project responds to the need for the technological alignment of the research infrastructures in Romania with those existing on the European level, being part of the efforts to coagulate some cross-border research entities capable of concentrating and mobilizing material and human efforts to solve some acute pressing problems (which from the natural capital management side for example) but also fundamental research.
At the national level, the purpose of the project is related to the development of a high-performance computing infrastructure together with the distributed data-generating infrastructure (laboratories, modules, submodules) to ensure the integration, storage and analysis of data as well as their distribution to interested parties for the assessment of natural capital and of the impact induced on socio-ecological systems by human activities.

Abstract:
Nutrient loads transported by the Danube affect its ecological status and have to be reduced, active floodplains can have a significant retention potential. But floodplains are subject to multiple human uses which strongly affect water quality of rivers. So far, these uses were sectorally managed (e.g. flood retention, nature conservation, agriculture), rarely regarding water quality and interactions between sectors. The current DTP-Danube Floodplain Project (DFP) links attempts of improving flood retention and restoration, while water quality is not yet in focus. IDESproject aims to add water quality targets to this effort and improve water quality by developing an integrative floodplain management based on Ecosystem Services (ES). The ES concept in the Danube region is actually not used to proactively manage different activities holistically. The use of a River Ecosystem Service Index in Germany has even shown that water management can be significantly improved by the identification of synergies between the various ES, which reflect the various sectoral interests and targets.
Hence, existing ES evaluation methods in the Danube region with a focus on water quality issues will first be harmonized to the IDES tool and adjusted according to data availability. A spatial analysis will document the actual drivers of water quality along the Danube and its tributaries and of relevant ES in their floodplains. In five pilot areas IDES Danube will be applied: the effect of water quality management scenarios on relevant ES will be assessed in order to derive an optimized concept. Key actors will be trained in using the IDES tool for water quality management, a manual on the implementation of the tool will be elaborated. Based on the results, national action plans with prioritized areas and a joint strategy will be developed to improve water quality at transnational level regarding the Danube river basin management plan and targets of PA4 and PA6 of the EUSDR.

Abstract:
Mapping and assessment of ecosystems and their services (ES) are core to the EU Biodiversity (BD) Strategy. They are essential if we are to make informed decisions. Action 5 sets the requirement for an EU-wide knowledge base designed to be: a primary data source for developing Europe’s green infrastructure; resource to identify areas for ecosystem restoration; and, a baseline against which the goal of ‘no net loss of BD and ES’ can be evaluated. In response to these requirements, ESMERALDA aims to deliver a flexible methodology to provide the building blocks for pan-European and regional assessments. The work will ensure the timely delivery to EU member states in relation to Action 5 of the BD Strategy, supporting the needs of assessments in relation to the requirements for planning, agriculture, climate, water and nature policy.

Abstract:
The human society is facing major changes both on the availability of certain resource types and especially on the dramatic decline of a wide range of services provided by natural capital biostructure. The current rate of changes of natural and semi-natural ecological systems is much higher than previously observed, mainly as a result of the cumulative anthropogenic activities (MEA, 2003). Economic growth and the globalization phenomen, which have resulted in expanding the spatial scale of socio-economic and seminatural systems, generated and accelerated the change of socio-ecological structure and function. The impact of these approaches had important consequences on the management of natural systems, including the management of populations and species in particular manifesting by spatial share loss or disappearance of some ecosystem types (reduction of wetland area - considered unproductive systems, reducing the surface covered by forests etc.), reduction of the representation share of some species/populations and/or their extinction, modification of the ecosystem (e.g. substitution of natural forests to forest plantations) with effects on ecosystem functioning and ecosystem complexes. Not at least this type of management has led to the deterioration of diversity, quantity and quality of the resources and services generated by the Natural Capital (single-function systems, over-exploitation of water and biological renewable resources, pollution etc.) (Pinay et al. 1990, Turner et al., 2001, De Groot, 2002, Costanza and Faber, 2002, Maltby et al., 1996, Rees, 2006), with a significant impact on wildlife populations with direct economic value. In response to these changes occurred also the need to develop the management plans for wildlife fauna populations with direct economic value. Hunting resources protection and development of small venison hunting is, in this context, a need that can be achieved by the transition to an adaptive management approach which recognizes the dynamic, non-linear nature and complexity of both populations/species and systems where these populations are integrated. The proposed project aims to protect and develop resources for small venison hunting by increasing the efficiency of the management of wildlife populations with economic value: the hare (Lepus europaeus), the pheasant (Phaesianus cholchichus), the partridge (Perdix perdix), and migratory small venison species. It covers the development and application of new and innovative methods and tools that allow the hunting fund managers to assess predict and effectively manage these resources. The project objectives are: 1) increasing the understanding of the wildlife resource management and its efficiency analysis (WP 1). 2) the development of the conceptual framework for integrated and adaptive management of small venison populations at different spatial and temporal scales based on the structural and functional characteristics of populations (WP 2). 3) modeling the multiple effects of management actions at different spatial scales (from the ecosystem to the species/population level) in two pilot areas (WP 3). 4) developing methods and instruments for effective assessing and managing of economic value wildlife fauna (WP 4). 5) adapting and developing the integrated and adaptive management model along with the collaboration of hunting funds managers (WP 5). 6) ensuring the new knowledge transfer to the target groups / dissemination (WP6).
The development and implementation of the project is supported by a consortium of institutions that are experienced and have relevant data and information: Institute of Forest Research and Management (ICAS-Brasov), Carpathians Foundation, Transylvania University and the University of Bucharest - Department of Systems Ecology and Sustainability (UB-DESS) and the National Forest Administration.
