Abstract:
A general agreement present in literature is that the institutions (formal and informal) matters in the development process. Additionally, recent theoretical and empirical studies highlight a positive relationship between digitalization and smart development. However, there is a lack of research on the topic of interdependencies between institutions and digitalization from the perspective of regional development, core-periphery patterns, and the inequalities dynamics. INDI-DeR (Institutions, digitization and regional development in the European Union) aims to address this gap, considering the accelerating rate of digitalization in economy and society, and the institutional transformations generated by it. The project is based on an interdisciplinary approach gathering researchers from economy, psychology, geography, regional studies, law, and ICT in order to better address the strategic priorities for enhancing the digitalization process and mitigating the development gaps. Besides traditional research methods, the project will make use of big data to infer people’s opinions regarding digitalization impacts in different sectors of the EU economy. The research is undertaken from the perspective of Quadruple Helix, the impact generated by the project results being spread on the four components (science, economy, society and policy). The main novelty of the project is represented by a living lab environment created for the design and deployment of nudge-based interventions.

Abstract:
The reasons laying behind the project are related to the harsh economic challenges the EU is currently facing, the youth being mostly affected by very high unemployment rates. Thus, encouraging academic debate on how can young population acquire more competences and ease their labour market integration may be the key for reviving European economy (a more resilient EU). Therefore, the wide range of teaching activities, researches and events included in the project sets a proper framework for: • deepens teaching in the EU Studies by embodying new courses in the official curriculum of Centre for European Studies’s (CES) master programmes; • provides in-depth teaching on EU matters for future professionals (in medicine, engineering, economics, etc.) by taking advantage of the expertise of our team, the knowledge gained during our events, but also through the research activities carried out within the project; • better prepare students for their professional life by stock taking the competences which are now being acquired by the existing education programmes and helping them gaining new competences and knowledge in EU related subjects, completing their curricula according to the labour market needs; • encourages, advices and mentors the young generation of teachers and researchers by familiarising them with the main research tools and instruments for analysing the current issues the EU is facing and by supporting study visits for deepening skills and competences of young researchers; • making target groups which had less exposure to EU aspects (namely students attending programs in medicine and engineering) to better understand the role of the EU and the challenges it is currently facing; • advancing knowledge regarding the EU by getting in contact and initiate discussions with multiple target groups, namely BA, MA and PhD students, researchers, professors and civil society representatives; furthermore, the research activities will deepen the already existing knowledge in some of the EU topics; • raising interest in EU subjects by attracting students to attend education programmes in European Studies and European integration topics; • consolidating the statute of CES as a regional pole for dissemination of information about the EU in Romania (CES is the leading provider of education in European Studies within the North-East region), but also at the Eastern border of the EU (by strengthen academic relation with universities in Republic of Moldova); • providing consultation in elaborating and implementing the EU funded projects but also in carrying out research activities in EU related topics to colleagues in other departments, universities and non-academic institutions. All activities proposed in the project have an interdisciplinary and multidisciplinary character: the events are aimed at specialists in various EU issues (regional development, health, European funding opportunities, methodological aspects); the target audience consists of students, teachers, researchers, broad public – having different profiles and professional backgrounds; the topics of the events organised (seminars, workshops, round tables) cover many perspectives: economic, social, political, medicine, engineering etc.

Abstract:
Since the turn of the millennium, a growing literature reveals how patients make direct contributions in cash or in kind, to health care providers for services to which they are entitled, that are in addition to any official contribution that is required. Informal payments in healthcare (IPH) are not a minority practice and thus tackling the phenomenon has become a core issue on the policy agendas of supra-national agencies and governments. Until now, however, few studies have sought to deeply explain informal payments beyond identifying a range of motives and/or systemic determinants, and even fewer to use some broader theorisation to explain this phenomenon. Aiming to advance knowledge, this project reflects and develops new cutting-edge theorisations of IPH by further advancing the new institutional asymmetry thesis towards IPH, promulgated in 2017 by the project leader and one of his co-authors. Seen through this lens, informal payments arise because the norms, practices and values of patients and healthcare professionals are not in symmetry with the formal rules - codified laws and regulations (‘vertical trust’). Here, this new theory will be advanced firstly, by integrating the issue of ‘horizontal trust’ (the influence of social norms) and secondly, by identifying the causes of institutional asymmetry and consequently the high prevalence of IPH. Methodological, data, theory and investigator triangulations will be ensured. As such, secondary data will be used as well as primary data collected through in-depth-interviews, laboratory experiments and surveys. For the first time, experimental designs will be used for exploring IPH and two scales will be developed for evaluating the degree of institutional asymmetry. Aiming to create and consolidate a first-class research team with expertise on informal payments in healthcare, the project will also provide evidence-based policy relevant results.

Abstract:
During the past decades, significant changes have occurred on the pathway between school graduation and labor market. On the one hand, the proportion of highly educated workers has increased, while the returns to tertiary studies became less correlated to the educational attainment. On the other hand, increasingly more academic high-achievers migrate from poor to rich countries. This phenomenon, which markedly affected Central, Eastern, and Southeastern Europe, has led to major concerns for sending countries, since a drain of their most innovative and productive domestic workforce hinders their long-term development.
Against this backdrop, the YOUTHSKILLS project aims to analyze the incidence of educational & skill mismatch within Romanian graduates and to investigate how youth brain drain affects the use of adequate skills of non-movers in the local labor market.
YOUTHSKILLS will go well beyond the existing research by analyzing how youth brain drain influences the equality of educational opportunities and the job-education matching in the sending country for students having different backgrounds. Additionally, the project seeks to shed more light on the role played by the outbound student mobility in shaping the supply and demand of higher education institutions in the origin countries. Thus, it provides causal evidence on how the emigration of the young academic achievers impacts both the level and type of human capital at the tertiary level, as well as the education-job match.
Identifying the determinants and consequences of labor market mismatches in a country affected by higher emigration rates of academic high-achievers provides new insights and evidence-based recommendations. Therefore, it will serve the Romanian policy makers to influence the demand and the labor supply of tertiary graduates, as well as the educational national policies, in response to migration and overeducation phenomena.

Abstract:
The current challenges that the EU faces highlight, as never before, the Union’s crucial need to move forward on its integration and convergence path, as well as the necessity to manage more efficiently any potential dilution risks and threats. Thus, the EU needs to find new approaches and action tools that would be most adequate for the current economic, political and geopolitical context and for the specificities of each member state. In this context, the project proposes a ground-breaking analytical model for the study of resilience with the case study of Romania, although with a wider applicability at European and international level. As such, the project offers a new and state-of-the-art comprehensive model of resilience in a multi-disciplinary, multi-level and multi-actor approach and will consolidate the knowledge in and about the European and particularly Romania’s regional growth and development perspectives. As such, the current proposal aims to design and provide new approaches, methods and instruments for EU policies towards deeper convergence, regional development and growth.
