Abstract:
The aim of the "ReGreeneration" project is to implement nature-based solutions to regenerate disadvantaged neighbourhoods for climate resilience, sustainable
GHG reduction and the revitalization of local ecosystems through participatory methods, within the a public-private consortium including 9 European cities that will design and implement
experiment these solutions together for 4 years.
Project objectives:
1. To explore how greening and renaturation solutions can be put into Europe by implementing them in 4 leading European cities: Paris, Bucharest, Barcelona and Alverca and replicating them in Ghent, Ljubljana, Rome, Lappeenranta and Segrate, with a special focus on social housing neighbourhoods,
deprived, neglected or abandoned areas, derelict industrial sites, brownfield sites, derelict industrial sites or other sites dysfunctional urban sites.
2. Demonstrate, in the four pilot cities - through specific interventions, and in five replicate cities - through simulation, of how nature-based solutions contribute to: 1) mitigating urban climate change; 2) increasing liveability and cohesion of the area.
3. Involve local people and stakeholders in the decision-making process for adapt interventions to their needs and to create a long-term social compromise.
4. Develop and expand a comprehensive Digital Twin architecture that extends the current state of the art by supporting standardised data exchange and modelling,
and by facilitating the development of factor-based services and tools., dedicated to the expansion of urban green spaces.
5. Ensuring long-term sustainable impact in pilot and replica cities at local and regional level and demonstrate how the positive impact can be replicated in other European cities to help the EU achieve its objectives.

Abstract:
The project aims to strengthen the institutional capacity of the Technical University of Construction Bucharest through support activities, directly complementary to the projects funded by the European Commission: EU-CONEXUS ENABLES, WeGenerate, DivAirCity, ReGreeneration, and nZEB Ready, among others. The EU-CONEXUS ENABLES project (HORIZON-WIDERA-2023-ACCESS-03), which UTCB coordinates, promotes scientific cooperation among the members of the EU-CONEXUS European University, for long-term solutions to the challenges of smart urban sustainability, based on digitalization. The HE WeGenerate project aims at the development of sustainable and inclusive urban regeneration, with long-term effects in local communities and beyond, involving close collaboration with city administrations, citizens, local communities. The H2020 DivAirCity project addresses the urban dimension on a large scale, while the H2020 nZEB Ready project develops skills in the field of energy efficiency, targeting the transfer of knowledge to technical communities. It is worth mentioning that UTCB is also a partner and coordinator of a digitalization-based project, in the National Competence Center and Solutions for the Development of Climate Neutral and Smart Cities (NetZeRoCities) funded through the PNRR.

Abstract:
The shortage of financial resources is a Europe-wide problem. Coming out of the economic and financial crisis, countries as well as municipalities have decreasing means to fulfil all their public commitments. For this reason, the main aim of this COST Action is the development of a common framework for value capturing and the provision of innovative tools for public value capture based on comparative analysis to optimize the allocation of development costs and benefits as well as to disencumber the public budget. While a considerable database exists, it nonetheless shows big gaps in the data and in some cases disagreement between sources of data. Because of the different terms of unearned increments and classifications of value capture it is not possible to compare different studies of several countries. This gives strength to the idea of approaching the European Union for a study based on a network of specialist country representatives to get a common terminology and classification. A very important result will be the implementation of a permanent Europe-wide network of land management experts to interchange the knowledge concerning public value capture and its dissemination to policy-makers and the general public.
This network allows the improvement of existing tools by detailed discussions with experts of countries that have similar tools. On the other hand, thought-provoking impulses can be given by countries that have a totally different understanding of value capture. Participants from more than 20 countries are willing to work for the socio-economic breakthrough of public value capture.

Abstract:
Environmental monitoring is a critical issue for comprehending climate impact on natural and agricultural systems, understanding hydrological processes, optimizing water resources, and preventing natural disasters. Nowadays, most of available data is obtained with ground-based measurements or remote sensing that provide limited information in terms of spatial extent or resolution (temporal or spatial). In this context, one of the greatest potential in environmental monitoring is represented by the use of Unmanned Aerial Systems (UASs) whose application and use is rapidly growing in the scientific community. These devices offer an extraordinary opportunity to fill the existing gap between remote sensing and field measurements providing high resolution measurements over wide areas and at high frequency. UASs allow to extend and improve the description of river basin hydrology, agricultural systems and natural ecosystems affording an impressive level of detail. Several new UAS-based approaches have been recently introduced to monitor soil water content, vegetation state, river evolution and stream flow during low-flow and floods. Such measurement practices, algorithms and data assimilation techniques should be harmonized in order to enhance our ability to monitor the environment. The Action will co-ordinate efforts to address these issues, by establishing harmonized monitoring practices, enhancing the use of observations by promoting new monitoring strategies, bringing together different communities, facilitating data transfer, upgrading and enlarging knowledge through networking, exchange and training, and linking them to activities in international agencies and global networks.

Abstract:
The main scope of the VERA project is to start a consistent observational program (which is expected to continue after the funding ends) for rigorous testing of a new procedure for astro-geodetic (Helmert) vertical deviation determination and achieve relevant information about the precision and accuracy of the procedure; in other words to establish the quality of the developed procedure. It is important to note that we already developed the procedure (instrument and method) and the first results have been promising. By procedure we understand the binomial formed by the instrument (measuring platform) plus the related methodology to use the instrument for vertical deviation measurements. Our procedure is new, both at national and international level, and respect several requirements clearly defined at the beginning and already achieved. In this project we propose: a) To evaluate the real precision and the stability of the developed procedure; b) Statistical testing of the obtained results within VERA project; c) The evaluation of the astro-geodetic (Helmert) vertical deviation accuracy: comparisons and statistical testing between astro-geodetic values obtained within the VERA project with values extracted at least from GOCE and EGM2008 global geoid models, as well as from terrestrial measurements by other techniques (GNSS plus geodetic levelling).
